tailscale switch command unpredictable behaviour

### What is the issue?

I am using 2 TS accounts and two headscale accounts.
i have tried loggin in ts1, tailscale down , tailscale up ts1 , down .. when someines i see 2 TS accounts and sometimes 1 TS account and 1 HS account .. very inconsistent result ..

### Steps to reproduce

connect to tailscale
down the client
connect to 2nd headscale
down the client
connect to 1st headscale
down the client
try switch --list

### Are there any recent changes that introduced the issue?

none
