### What is the issue?
On the Tailscale iOS app, the cellular setting chosen is "Do Nothing" however behavior has been observed where the app connects over cellular on its own without prompt.
### Steps to reproduce
1. Install Tailscale
2. VPN on demand ON
3. Cellular "Do Nothing"
4. Cell connected via WiFi, Tailscale not ON
5. Leave WiFi
6. Cell connected over cellular
7. Tailscale turns on automatically
