feature request: consider persisting web client sessions between restarts

A user reported having to login to the web client more frequently than they were expecting or wanting to. When I responded, I also tested it on my local machine. When I went to follow-up about 30 minutes later, I was back in view mode. Then I noticed this was in a new tab. The old tab was still active, so I actually had two separate tabs in the same browser, one that was logged in and one that wasn't. They had different cookies set... each with their own gorilla csrf cookie, and only one with a `TS-Web-Session` cookie. Opening another new tab and going to quad-100 showed me as logged in again. This is very strange.

I'm using Firefox 123 on macOS. I'll try other browsers next week and see if I can come up with reliable reproduction steps.
