Description
With ephemeral runners, the cache is often ineffective, so every job using Tailscale ends up downloading the binaries. Baking Tailscale into the runner image would avoid this, but the action always installs the package unconditionally.
It would be useful to have an option to skip installation and use the Tailscale binaries already present in the image.
