The reboot command is given, it begins to shutdown but after KDE Plasma is stopped the laptop goes to sleep
Steps to reproduce the problem
KDE Plasma is configured not to put the laptop to sleep when there is power connected and the lid is closed, when a reboot command is sent KDE Plasma is stopped thus reverting to the default systemd policy, upon sensing the laptop is closed the machine goes to sleep, the reboot happens when the laptop is reopened and resumed
I'd expect the reboot to take precedence over sleep if it's already been initiated
