Trigger dial when local discovery information is updated

Hi,

when synthing receives local announcement and the remote device is not connected it should dial immediately to speed-up syncthing. Otherwise, I have to wait random time (up to minute) before it connects and starts synchronization.

I consider this is as a bug, as this is a bit annoying to wait, while syncthing already has all information at hands.
