Description
Once https://github.com/swiftlang/swift/issues/87080 is fixed, we should update platforms/Windows/rtl/shared/lib/rtl.shared.lib.wxs to install it. See the discussion on #501.

Research direction
First check whether swift issue #87080 is fixed, then read platforms/Windows/rtl/shared/lib/rtl.shared.lib.wxs and the discussion on pull request #501. Update that installer file so the new Runtimes build installs swift-backtrace, and verify the Windows installer includes it.
