Description
Following on the behavior improvement in #383, we should provide case-folded comparisons as stdlib SPI. We should be able to skip UTF-8 encoding and do character-by-character canonicalization much more efficiently that way.

Research direction
Start by reviewing the behavior improvement in issue #383 and the existing string-processing SPI entry points. Define the case-folded comparison interface and its canonicalization behavior, then verify that comparisons can avoid UTF-8 encoding and work character by character.
