Description

When we have build settings for a file, we should be able to use those when parsing the SwiftSyntax tree. Currently, we always create the SwiftSyntax tree with all experimental features disabled.

Research direction

The issue names no files, tests, or entry points. Start by tracing where the SwiftSyntax tree is created and where per-file build settings become available; the work is done when those settings are passed to SwiftParser so experimental features are not always disabled.
