Description
I set up a codespace using this devcontainer template and it is using over 13GB of storage. This means that I could only have a single swift codespace at a time without going over the included usage. Would there be a way to decrease the storage usage of this template or get swift included in the default universal template that doesn't count towards storage usage?

Research direction
Start by inspecting the devcontainer template and comparing its storage usage with the default universal template. Determine whether the template can use less than the reported 13GB or whether Swift can be included in the universal template, then verify that a Swift codespace works without exceeding the included storage.
