Microsoft changed their Repos, a build is not possible any more.
Please change the dockerfile to this parent Image:
FROM mcr.microsoft.com/dotnet/core/sdk:2.2 AS build-env
Additionally the runtime image should have
FROM mcr.microsoft.com/dotnet/core/aspnet:2.2
