Description
Xenko Game Studio 3.0.0.1 should not require a connected device to Build (F6) the android APK.
Build and Run of course, but there should be an option for generating and signing the APK in the absence of a connected device.

Research direction
Start by reproducing Android Build (F6) with no connected device and trace the build flow that currently requires one. Confirm how APK generation and signing are handled; done means Build (F6) produces a signed Android APK without a device, while Build and Run retains its device requirement.
