enhancement good first issue help wanted

This issue is meant for tracking tools we'd like to see WDL implementations for (but that we aren't actively working on adding). For any intrepid contributors, adding one of these tools to the repo could be a good first issue :)

This list will be updated periodically as we think of other neat tools that should have WDL implementations. Feel free to comment here with anything you'd like to see added!
