Research direction

Start by locating the HTML email template generation and the templates themselves, then reproduce the reported CSS behavior with the email client involved. Check the existing initial tests if they are present; done means templates can be styled reliably and the behavior is covered by tests.

Description

as the issue states - HTML Emails - and by extension templates need a way to easily style them using CSS.
Initial tests seem to not work - we suspect the email client used to render the email overrides CSS we add - worth checking
