Remove `disable_declaration_check` test fixture

Description
Currently there are some 50 tests that do not work with the declaration checking in the PSyIR symbol table (because they are not sufficiently complete). We use the disable_declaration_check fixture to work around this for the moment. However, every test should be updated so that it is 'complete' so that this fixture is not required.
