RFC: add `stats/strided/nancumin`

This RFC proposes adding support for computing the cumulative minimum value of a strided array ignoring `NaN` values. This would be a "generic" lower-level strided interface with the following package name:

Package: `@stdlib/stats/strided/nancumin`
