[RFC]: refactor `stats/*` package naming convention from ` *sorted` to `*-sorted`

### Description

This RFC proposes:-

- To update the package naming convention of packages in the `stats/*` namespace.
- For Ex:- `stats/strided/dmediansorted` needs to become `stats/strided/dmedian-sorted`.
- Closely following the [migration_Guidelines](https://github.com/stdlib-js/stdlib/blob/develop/docs/contributing/moving_packages.md) to approach this issue.
