Description

@paul-buerkner I think rstanarm and brms should outsource more of their internal helper/utility functions to rstantools. Many are similar and also useful for other developers and it would also simplify the code in rstanarm and brms. What do you think!

Research direction

The issue names no files, tests, or entry points. Start by comparing the internal helper and utility functions in rstanarm and brms, then determine which are shared and suitable for rstantools. Done would require an agreed scope for extracting those helpers and simplifying the two packages.
