Research direction
Reproduce the pkgr install hang with the provided pkgr.yml, R 4.3.3, RHEL 8.10, and the 2024-06-12 MPN snapshot. Check whether the command eventually completes or reports an error, and document the relevant installation output; done means rstanarm installs successfully or the failure has an actionable diagnostic.
