Description
There's all sorts of weird errors associated with depending on rstan in a package and running rcmdcheck and devtools::check when rolling back to withr 2.2.0. See for example here. But even then, there are also other errors related to how withr interacts with testthat (testthat limits the withr deps to 2.3.0)
