Description
Summary:
Added in https://github.com/stan-dev/cmdstan/pull/1204, save_cmdstan_config outputs the arguments provided to cmdstan as a JSON file. This should remove most of the need to parse the CSV comments, besides perhaps for optional validation

Start by tracing where CmdStanPy parses CSV comments and review CmdStan PR #1204 to understand the save_cmdstan_config JSON output. Done means the JSON arguments are used instead of most CSV-comment parsing, with only any needed optional validation retained.
