recompiling main.cpp each time

Summary:

When I run the latest develop version of cmdstan, it recompiles the main.cpp every time, but it should only have to be compiled once.

Start with the make rule that builds src/cmdstan/main.o and trace why it runs again after model translation fails. Reproduce the sequence using make ~/temp2/abs, including a failed Stan model followed by a corrected one. Done means a later make reuses main.o when main.cpp and its dependencies are unchanged, while rebuilding when they change.
