Issue Template for Common Fixes/Improvements

Create issue template for common/rust fixes/improvements that includes a checklist of items that allows PR reviewers to efficiently understand the problem.

### Why

It's often harder to find a route to reproduce a behaviors faulty or poor behavior than it is to understand the code change itself.

### How

Create an issue template for common tickets that includes

1. Activity type (all, automotive, walking, etc.)
2. A short as possible route (waypoints required, poly line may be necessary)
3. Simulator used (Android studio location playback, Sim Genie, etc)

### Additional

We probably want to add a guide page for building a minimal simulation.
