Left-hand icon for instruction icons

Currently we are only displaying icons for roundabouts and such if you drive in a country that drives on the right side. Currently affects these countries United Kingdom, Ireland, Australia, New Zealand, India, Pakistan, Bangladesh, and Sri Lanka.

This isn't a problem on most icons as they are just one arrow.

The issue names no files, tests, or entry points. Start by locating instruction-icon rendering and the driving-side country data, then check roundabout and other multi-arrow icons for the listed left-driving countries while preserving existing right-driving behavior.
