Create Design Guidelines Contribution Doc

Because design features are subjective and the ideal solution differs from implementation to implementation. We'd like to create a basic **Design Guide** that shows preferred UI conventions. This ideally would link to platform specific guidelines and demonstrate how to optimally execute a UI component. Anything outside of the convention would then prefer a theme configuration/builder to customize it.
