Description

https://github.com/stacks-network/stacks-blockchain/pull/3911 had to comment out the check if we have an existing connection in libsigner/src/session.rs in with socket as attempts to reuse it caused issues with hanging. Look into and correct so we can reuse the socket and not have to always reconnect.
