Description
During preparation of the officehours demo I noticed (and this was confirmed by @lfrancke and @Jimvin ) that ZooKeeper pods took a long time to start and were stuck in the init phase for about 3 minutes.
This was on a local 3 node kind cluster.

Research direction
Reproduce the report on a local three-node kind cluster and inspect the ZooKeeper pods while they remain in init for about three minutes. Trace the init phase to identify the cause of the startup delay, then verify that ZooKeeper pods start without the reported delay.
