Description
We're starting to stack up on a few repos that aren't operators, and may not even be written in Rust (with https://github.com/stackabletech/druid-opa-authorizer being the newest example). It would be nice to have some kind of reduced mode that still applies the relevant config (like Renovate and Bors) to those repos.

Research direction
Start by reviewing the existing templating flow in operator-templating and compare which configuration is needed for non-operator repositories such as druid-opa-authorizer. Define what the reduced mode should retain from the CI and packaging templates, including the relevant Renovate and Bors configuration, and consider the mode complete when it applies that configuration without requiring an operator or Rust repository.
