chore(airflow): Update major/minor versions for 26.11.0

Part of https://github.com/stackabletech/docker-images/issues/1641.

• Add: 3.3.1 (supported)
• Deprecate: 3.2.2
• Remove: 3.1.6

Update tasks

• Update boil-config.toml to reflect the agreed upon versions in the spreadsheet (including the removal of old versions).
• Download new constraints file (see airflow/download_constraints.sh).
• Update other dependencies if applicable (eg: python, statsd_exporter, cyclonedx-bom, etc).
• Check other operators (getting_started / kuttl / supported-versions) for usage of the versions. Add the PR(s) to the list below.
• Ensure prerequisites are up to date (required-external-components.adoc).
• Update the version in demos. Add the PR(s) to the list below.

[!TIP]
The tests might fail to pull an image if the spark version is not updated in the private repo as part
of the Spark version bumps.
This is usually only discoverable after branching, because there are always old versions for 0.0.0-dev.
