Description
Add a settings page that saves user preferences to localStorage. It should have a general section and then sections that pertain to different apps inside of this frontend (trino, file browser). Currently, there's two options that would be on that page:
- Toast duration: The duration a toast notification is on screen before it fades. This is currently a magic number set to 5 seconds.
- Tab restore: Tab restore is currently an environmental variable with an option to restore the previously opened tabs by clicking the notification in time. Instead of needing to click, it should be an option in the preferences to automatically open the recent tab session.

Research direction
Start by tracing the existing toast duration and tab-restore behavior in the frontend, then identify how the Trino and file-browser sections are structured. Define the preference values in localStorage and verify that both options persist, affect their respective behavior, and are available under the appropriate general or app-specific section.
