Expectations around reviewing / merging PRs and code quality / standards are not very clear. Better PR and issue templates may help too.
I think that https://github.com/stac-utils/stac-fastapi/issues/432 will help.

- Comment on the issue to say you are picking it up — it saves two people doing the same work.
- Fork the repository and make your change on a branch.
- Open a pull request that references the issue number.

Identify the unclear expectations around reviewing and merging pull requests and code quality and standards, then assess how improved pull request and issue templates could address them.
