Description
Add a subcommand to generate the recipe.yml that can be used for publishing to modular-community.
It should create a recipe based on the current commit.
It should not have hat as a dependency.
All build commands should use mojo directly.
Possibly hat will need the mojo toml parser to read the pixi.toml file to extract info. I don't think this can be fully templated as it relies on a lot of user supplied info in the pixi.toml.

Research direction
The issue names no implementation files, tests, or existing subcommand entry point. Start by inspecting the current command structure and the pixi.toml and recipe.yml formats, then determine how the current commit and user-supplied pixi.toml information are represented. Done means a subcommand generates a publishable recipe.yml without hat as a dependency and with build commands invoking mojo directly.
