Consider removing `hlsCheck` by upstreaming to treefmt

Description
On the one hand, doing this frees up haskell-flake from having to maintain this code/API. On the other hand, HLS is central to Haskell development so it might be worth providing it ourselves so users don't have to use treefmt for it.
