Description
after https://github.com/square/workflow-swift/pull/349 is merged, the ActionTester API should support a means for client code to supply Workflow values 'just in time', rather than construct an entire Workflow instance up front.

Research direction
Start by reviewing pull request #349 and the existing ActionTester API, then trace how ApplyContext interactions currently obtain Workflow values. Define how client code can supply those values just in time without constructing a complete Workflow instance up front; done means the API supports that usage and its interaction tests cover it.
