Description
Not all projects restrict module ownership to a single module. It would be great to allow collection of multiple owners for a mobile, but still be able to filter by a single owner on the report.

Research direction
No files or tests are named. Start by locating how module ownership is collected and how the report filters owners; trace both paths before deciding how multiple owners should be represented. Done means a module can have multiple owners while filtering the report by one owner still works.
