Description
Migrated issue, originally created by s (sontek)
Right now if the code that calls configure on a region gets hit by multiple threads, the 2nd one will fail. We should be able to say something like:
if not region.is_configured():
.. configure!

Research direction
Start by locating the region configure entry point and the existing tests for region configuration. Check how repeated or concurrent calls are handled; done means callers can check whether a region is already configured without the second configure call failing.
