Create handbook to guide to new contributors

Hello STS4 Team

Having a huge respect for this IDE and you team

When a developer has the spark to contribute and arrives to this project.

• Where to start?
• How import the IDE to play with the IDE itself.
• Does the IDE need apply some settings?

It is not a simple project, is an IDE being codified within an IDE.

• Should be uses Eclipse and import STS?
• Should be use STS and import STS itself?

To put it more easier - if you buy a new computer (PC Desktop/Laptop):

• What are the steps instructions to have the computer ready to play with the STS code?

It for the most obvious like Java (and indicating the specific version) to the 3rd tools party used (Gradle/Maven or other plugin used for the IDE itself, let say - AnyEdit Tools). I hope you see my point.

Therefore:

• What IDE is need it to develop STS?
• What are the software need it for that IDE to develop STS?
• What are the plugins need it for that IDE to develop STS?
• What are the configurations settings need it for that IDE to develop STS?

I would suggest friendly start with the core (nothing about plugins yet) it to have a focus for example for new features for the IDE itself. For example a new support for a Spring @Annotation
