Description
It would be nice if there is a flag to treat maxInactiveInterval as lifetime, then we can expose sessionId as access_token to mobile apps, which session requires to be expired in certain duration after creation not last access time.

Research direction
The issue names maxInactiveInterval, sessionId, access_token, and mobile apps but no files or tests. Start by tracing where maxInactiveInterval is handled and how session creation and expiration are tested. Done means an explicit option makes expiration depend on session creation rather than last access, with coverage for the new behavior.
