Description
Expected Behavior
spring-security allows configuring the webauthn rp's userVerification requirement (i.e. to set it to required instead of preferred).
Current Behavior
userVerification is always preferred, ref.:
- Webauthn4JRelyingPartyOperations#createPublicKeyCredentialCreationOptions
- Webauthn4JRelyingPartyOperations#createCredentialRequestOptions
Context
with required user verification, passkeys are not only an alternative to username/password login but can satisfy certain 2FA requirements as well.

Research direction
Start in web/src/main/java/org/springframework/security/web/webauthn/management/Webauthn4JRelyingPartyOperations.java at createPublicKeyCredentialCreationOptions and createCredentialRequestOptions. Trace how WebAuthn settings are supplied, then make userVerification configurable for both paths while preserving the current preferred behavior. Done means callers can select required as well as preferred and both option-generation paths honor the selection.
