Description

Having multiple web.config in sub directories is not working.

I suppose the cause is the GetSection method in ConfigurationUtils, because the section is cached and therefore the root section of the web application is always returned

Research direction

Start by examining ConfigurationUtils.GetSection and how configuration sections are cached when multiple web.config files exist in subdirectories. Reproduce the issue with a root web.config and a nested web.config, then verify that requests in the nested hierarchy resolve its configuration rather than the cached root section.
