Description
When creating a BackOff instance via RetryPolicy, we get support for Duration. However, when creating the BackOff implementation manually, we have to provide long value in milliseconds.
That's not a big deal but it'd be nice if the implementation themselves had support for Duration, potentially deprecating the long variant.

Locate FixedBackOff and ExponentialBackOff in the Spring Framework source and inspect how RetryPolicy currently accepts Duration. Review the existing long millisecond constructors or setters and nearby tests. Done means manual construction supports Duration for both implementations while the existing long-based API is handled as specified, including any deprecation coverage.
