Description
Josh Long opened DATAREST-91 and commented
http://localhost:8080/users?page=1&limit=2 shows me the first 2 results.
i would expect http://localhost:8080/users?limit=2 to also show me the first two results, but it fails. Please support a default to the lowest possible page so that the two are effectively equivalent

Research direction
Start by reproducing the two /users requests described in the issue, comparing the response for page=1&limit=2 with limit=2 alone. Trace the request's paging parameters and verify that omitting page selects the lowest possible page; done means both URLs return the same first two results.
