Description
See https://github.com/spring-projects/spring-boot/pull/28563. Currently ImportsContextCustomizer does not allow a user to mark a custom annotation as ignored. It would be nice if a hook point was available so that they could.

Research direction
Start by reviewing ImportsContextCustomizer and the referenced pull request #28563 to understand the existing import filtering behavior. Identify where a user-provided annotation filter could be exposed, then verify that custom annotations can be marked as ignored without changing existing filtering behavior.
