Description

We've got a few properties classes (like RepositoryRestProperties) that have an applyTo method. If we manage to move to interface based properties this logic should do elsewhere.

Research direction

Start by locating the properties classes that define applyTo methods, including RepositoryRestProperties, and review how their configuration is currently applied. Determine how an interface-based properties design would relocate this logic; done means the applyTo methods no longer live on those properties classes without changing their behavior.
