Description
The spec needs to define limits for various concepts so that implementations don't have to deal with arbitrarily large fields and values. For example we likely want to limit field count in a struct to 64 (or 63?) to allow storing presence and modification flags in 64 bit integers (as the implementations do now).

Research direction
Start by reviewing the specification and the existing implementations to identify which concepts need explicit limits. Resolve the proposed struct field limit, including whether it should be 64 or 63, and define the remaining limits so implementations no longer need to handle arbitrarily large values.
