Description

Because of an encoding error, the ACS API doesn't accept apps built with contentctl build if built on Windows, which has a different default encoding than Linux when reading and writing files.

I have a fix ready, but I can't really open a PR before #322 is merged.

Research direction

Start with the contentctl build path and the ACS API deployment flow, focusing on encoding when built apps are read and written on Windows. Review the dependency on issue #322 before proceeding; done means apps built on Windows can be deployed through ACS.
