[bug] Apps built on Windows cannot be deployed using ACS

Description
Because of an encoding error, the ACS API doesn't accept apps built with contentctl build if built on Windows, which has a different default encoding than Linux when reading and writing files.
I have a fix ready, but I can't really open a PR before #322 is merged.
