"pay to" not suggesting saved addresses

Description
The "pay to" field stopped suggesting addresses from contacts tab. On previous versions it used to suggest my saved addresses as I was typing its name. It is a bug?
Also on the new version pay to many is always disabled by default after restart. Can I keep it checked permanently?
