[feature request] manual coin selection should allow selecting frozen coins (overriding the fact that they are frozen)

Description
Can`t send freezed coins, i select inputs on 'Coins' tab and try to send max to other address, then get error 'Insufficient funds'\
If i select coins it mean i know what coins i need to spend, on 3.3.8 it work correct.
