Additional Information
i was messing around with the proxy server. I discarded what i did and went back to default settings
enabling tor proxy
I enabled Tor as the proxy. I am behind a VPN, maybe that caused the problem?

went to newtwork > proxy > and checked " use tor proxy at port 9150 "
I was setting tor proxy in the Network dialog box.
this appeared while setting up eps 1.5. It didn't connect electrum till i uncheck Use Tor. Did a couple of switches of Tor in the network window, at eps log it connected, disconnected and then this dialog box appeared.

Start with electrum/interface.py around get_socket, where the traceback reports the failure, and inspect how the certificate path is handled on Windows. Reproduce the reported FileNotFoundError if possible; done means the connection path no longer crashes when the temporary certificate is renamed.
