Open electrum not receiving new transactions and not exiting after close

Description
I've noticed 3 times now in the past week that electrum fails to see transactions even after they've been confirmed. So I close electrum and try reopening it, only to find it doesn't reopen. When I checked why, its because the previous instance of electrum is still running (it didn't exit when the window closed) so now two instances are running and neither have windows.
This is on electrum 3.0.6 on windows 8.1
